The Social Fund Commissioner heads the IRS and is appointed by the Secretary of State for Work and Pensions. This is a statutory appointment, with duties provided by Acts of Parliament. The Commissioner is required to report annually, in writing, to the Secretary of State on the standard of reviews by Social Fund Inspectors.

The Inspectors and other staff appointed by the Commissioner, together form the Independent Review Service for the discretionary Social Fund.

The organisation's structure is designed to support the effective achievement of our business objectives. It is based on team working and includes:

Case Management Team
provides administrative support including preparing papers for the Inspector's review.

Social Fund Inspectors
Three teams of Social Fund Inspectors which deliver reviews dealing with Community Care Grants, Crisis Loans and Budgeting Loans.

Telephone Response Team
A team of Inspectors who take telephone calls from customers who want to provide more information and/or comment on their review. They will also tell you how your review is progressing and answer any questions you have about the review.

Customer Service Team
A team of Inspectors who deal with complaints and enquiries about Inspectors' decisions and complaints about our service.

Senior Management Team and the Social Fund Commissioner's Support Team
provide support for the Commissioner and management of the IRS.

Commissioner's Business Team
are responsible for our public information plan and raising awareness of the independent review. The team also delivers workshops to applicants' advisers and Jobcentre Plus staff. They produce and publish Self Instruction Packs and feed back information to Jobcentre Plus to improve standards.

Research and Development Team
help the Commissioner to carry out his duty to give advice to improve the standard of the review. This team also looks at developments outside of the IRS that may impact on the review, and develops and checks the quality of the review and related processes.


Information Technology Support Team
provide on-site technical support and advice to all staff.
