The Social
Fund Commissioner heads the IRS and is appointed by the Secretary of State for
Work and Pensions. This is a statutory appointment, with duties provided by
Acts of Parliament. The Commissioner is required to
report
annually, in writing, to the Secretary of State on the standard of
reviews by Social Fund Inspectors.
The Inspectors and other
staff appointed by the Commissioner, together form the Independent Review
Service for the discretionary Social Fund.

are responsible for our
public information plan and raising awareness of the independent review. The
team also delivers workshops to applicants' advisers and Jobcentre Plus staff.
They produce and publish Self Instruction Packs and feed back information to
Jobcentre Plus to improve standards.
